Road safety annual report 2011 2011: Analysis of road safety indicators in Flanders up to 2011

Each year the the Belgian Institute for road safety (BIVV) and the Transportation Research Institute (IMOB), coordinator of the Policy Research Centre for Traffic Safety, receive a database with data on injury accidents and traffic accidents on the Belgian road of the Directorate General Statistics and Economic Information (DGSEI). Based on this database the BIVV and IMOB made a statistical analysis of the injury accidents in Flanders (up to 2011) with a further analysis of the road accident victims.

 

This report focuses on the year 2011, but compares in addition with the figures from the past. The evolution in relation to the stated reference average 2005-2007, on the one hand, and in relation to the previous year, 2010, is cited. Further, we look at the progress against stated objectives on the Flemish level. In addition, attention is given to the positive and negative developments of the accident statistics in order to be able to identify the themes and target groups for which less progress could be booked in recent years.

 

This report consists of three parts:

  • PART I covers injury accident statistics and an analysis with regard to the victims. This part forms the core of this report and tackles the general evolution of the accident rates, an analysis to time and location of the injury accidents, and an analysis of the nature of the road accident victims and the accident types. This part concludes with a discussion of injury accidents in which driving under the influence of alcohol has played a role. Alcohol is the only major causative factor of injury accidents on which sufficient information in the accident database is present. With respect to the other two main "killers on the road", speed and not wearing the seat belt, the accident database contains insufficient information.
     
  • Part II of this report talks about the behaviour and attitudes of car drivers in traffic. Although the behavioural measures (seat belt, child seats, speed and alcohol) are always organized outside an accident context, they give a complete and reliable picture of the number of drivers that do not follow the traffic rules and in this way increase the chances of an injury accident. The behaviour in traffic is partly influenced by the attitudes of the road user with regard to road safety. Every three years, the BIVV holds an attitude measurement in which it approaches the views of the Belgian drivers with regard to the causes of injury accidents, traffic regulations, the chance of being caught and the penalty chance, and many other themes. The most recent results of the attitude measurement are included in part II of this report.
     
  • Finally, In part III a substantive summary of the report is given and furthermore, on the basis of previous findings resulting from the analysis of the statistics in part I and part II, policy recommendations are formulated.
